Money for training for personal health budget holders – open now
If you support people who use a personal health budget to employ their own personal assistant, they can apply for money for training from Skills for Care. This can be used to pay for training for themselves as employers, or to develop the skills of their PAs. It can cover any related costs, including backfill and travel expenses. Every application is reviewed on a case by case basis and there are lots of courses they could apply for.

Improving alignment of personal health budget legislation and guidance
NHS England has been reviewing the various legislation and guidance around personal health budgets and personal budgets to identify where there could be better alignment.
While the legislation and guidance documents mostly support local areas to take integrated approaches to budgets, there are some instances where this is still difficult. For example, the NHS Direct Payments.
NB: Regulations do not allow for any financial contribution towards personal health budgets (except for some services such as wheelchairs and dentistry) but in adult social care people can contribute their own funding towards the total amount of their personal budget.
NHS England is keen to hear from local areas that may have come across alignment issues, and better understand which are considered the most important to resolve.

Personal Health Budgets Essentials
The personal health budget delivery team have developed a series of three-hour personal health budget essential sessions for professionals working in the NHS or local authorities who are either new to personal health budgets and have little or no experience in delivering them, or for people who feel they need a refresher.
The session covers:
- The policy and mandate requirements around personal health budgets
- An opportunity to explore some case studies and hear examples of good practice in delivering personal health budgets
- The need for good support planning
- The basics of setting budgets and managing money, particularly for those people eligible for Continuing Healthcare (CHC)

Personal Health Budgets Continuing Healthcare Masterclass
We are pleased to confirm new dates for continuing healthcare (CHC) personal health budgets (PHB) masterclass programmes in Manchester, Birmingham, Bristol, Newcastle, Leeds and London. These regional masterclasses will take place over 2 days; all delegates are required to attend on both days in order to receive a certificate of attendance for CPD. A team of at least 3 people and a maximum of 5 from your organisation must attend, ideally including the service/operational manager for CHC, a finance manager and/or commissioner and persons delivering PHB in CHC.
This event is aimed at teams who have already either:
- Attended a PHB ‘Essentials’ event;
- Completed the “e-learning for Healthcare” PHB module;
- Completed a WebEx session covering the step by step process to setting up a PHB.
If you can answer the following questions, this programme is for you:
- What is a personal health budget (PHB)?
- What are the 3 ways a PHB can be managed?
- Who has the ‘Right to Have’ a PHB?
- Do you know the 6 steps to setting up a PHB?
- Have you worked in Continuing Healthcare for at least 6 months?
- Do you have a comprehensive understanding of the National Framework for CHC (2012) and the Guidance on the Direct Payment Regulations for Healthcare (2014).

These webinars will give you an opportunity to learn about personal health budgets in the context of how to set one up following the essential six step process. They will be useful to beginners or those of you in the induction phase of any new role where personal health budgets play a part. The presenter will explain how to approach each of the stages separately and there will be an opportunity to ask questions at the end related to the content…so grab a coffee and dial in!
